黄世芳总领事就美国国会众议长佩洛西窜访台湾发表媒体谈话

8月4日,黄世芳总领事就美国国会众议长佩洛西窜访台湾在《婆罗洲邮报》《每日快报》《星洲日报》《诗华日报》《华侨日报》《亚洲时报》等马来西亚和沙巴州主流英、中文媒体上发表谈话《中国政府和人民实现祖国统一的决心坚如磐石》,阐明中国政府的严正立场,强烈谴责美方严重侵犯中国主权和领土完整,严重破坏台海和平稳定的错误行径。中英文稿如下:

8月2日,美国国会众议长佩洛西不顾中方强烈反对和严正交涉,窜访中国台湾地区,严重违反一个中国原则和中美三个联合公报规定,严重冲击中美关系政治基础,严重侵犯中国主权和领土完整,严重破坏台海和平稳定,向“台独”分裂势力发出严重错误信号。中国政府对此坚决反对,严厉谴责,并予以了坚决反制。

一个中国原则是国际社会的普遍共识和国际关系基本准则,1943年《开罗宣言》、1945年《波茨坦公告》,都明白无误地表明,国际社会对中国拥有台湾的领土主权不存在任何争议。1971年联合国大会第2758号决议明确,世界上只有一个中国,台湾是中国领土不可分割的一部分,中华人民共和国政府是代表全中国的唯一合法政府。1979年,美国在中美建交公报中明确承诺,“美利坚合众国承认中华人民共和国政府是中国的唯一合法政府。在此范围内,美国人民将同台湾人民保持文化、商务和其他非官方关系。”美国国会是美国政府的组成部分,佩洛西是美国政府的第三号人物,理应严格遵守美国政府的一个中国政策,严格恪守美方向中方作出的政治承诺。但佩洛西为了政治私利执意窜访中国台湾地区,将美方政治承诺抛诸脑后,完全不顾这一冒险挑衅行为给中美关系、地区安全以及美国自身带来的巨大冲击。美国一面把“不支持台湾独立”“维护台海稳定”“维持台海现状”“给美中关系设置护栏”挂在嘴边,一面又任由佩洛西冒天下之大不韪窜访中国台湾地区,在台海制造风浪,给中美关系制造新的严重困难。这也让国际社会进一步看清,究竟是谁在改变台海现状,谁在破坏中美关系,谁在损害地区和平稳定,谁在破坏国际秩序。美方如此出尔反尔、玩弄“双标”,不断歪曲虚化掏空一个中国原则,加强美台官方往来,助台提升所谓“非对称战力”,在国际上散布“台湾地位未定论”,这一切只能使美国的国家信誉进一步破产,也充分说明其真实目的就是要打“台湾牌”,搞“以台制华”,遏制中国发展。

在涉及主权领土完整的大是大非问题上,任何一个国家都没有妥协退让余地。台湾问题的历史经纬明明白白,两岸同属一个中国的事实和现状清清楚楚。中国政府和中国人民在台湾问题上的立场是一以贯之的,台湾问题事关中国国家主权和领土完整,涉及中国核心利益,坚决维护国家主权和领土完整是14亿多中国人民的坚定意志。中国政府早已严正申明,如果美方一意孤行,必将采取强有力措施挫败任何外部势力干涉和“台独”分裂的图谋。中国人民说到做到。任何人都不要错估中国人民捍卫国家主权和领土完整的坚强决心、坚定意志、强大能力!

中国和马来西亚是经得起历史考验的好邻居、好朋友、好伙伴、好兄弟。马来西亚长期奉行一个中国原则,不支持“台独”,中国政府对此高度赞赏。希望未来中马进一步凝聚维护地区和平稳定的政治共识,赋予中马全面战略伙伴关系新的时代内涵,为构建中马命运共同体而一道努力。

On 2 August, in disregard of China's strong opposition and serious representations, Speaker of the U.S. House of Representatives Nancy Pelosi visited China's Taiwan region. This is a serious violation of the one-China principle and the provisions of the Three China-U.S. Joint Communiqués.  It has a severe impact on the political foundation of China-U.S. relations, and seriously infringes upon China's sovereignty and territorial integrity.  It gravely undermines peace and stability across the Taiwan Strait, and sends a seriously wrong signal to the separatist forces for "Taiwan independence".  The Chinese Government firmly opposes and sternly condemns this, and has taken firm countermeasures.

The one-China principle is the universal consensus of the international community and the basic norm of international relations. The Cairo Declaration in 1943 and the Potsdam Proclamation in 1945 both unmistakably show that the international community has no dispute over China's territorial sovereignty over Taiwan.  Resolution 2758 of the United Nations General Assembly in 1971 made it clear that there is but one China in the world, Taiwan is an inalienable part of China's territory, and the government of the People's Republic of China is the sole legal government representing the whole of China.  In 1979, the United States made a clear commitment in the China-U.S. Joint Communiqué on the Establishment of Diplomatic Relations – “The United States of America recognizes the Government of the People's Republic of China as the sole legal Government of China.  Within this context, the people of the United States will maintain cultural, commercial, and other unofficial relations with the people of Taiwan.”  Congress, as a part of the U.S. Government, and Pelosi, as the third-ranking leader in the U.S. Government, are inherently obliged to strictly observe the one-China policy of the U.S. Government and the political commitments the U.S. has made to China.  However, Pelosi insisted on visiting Taiwan for political self-interest, leaving the U.S.’s political commitments behind, completely ignoring the huge impact this risky and provocative behavior has brought to China-US relations, regional security and the U.S. itself.  On the one hand, the United States talked about "not supporting Taiwan independence", "maintaining stability across the Taiwan Strait", "maintaining the status quo across the Taiwan Strait", and "setting up guardrails for US-China relations", and on the other hand, it allowed Pelosi to visit China Taiwan against the mass of public opinion, creating storms in the Taiwan Strait and new serious difficulties for China-US relations.  This also makes it clear to the international community that who is changing the status quo across the Taiwan Strait, who is undermining China-US relations, who is sabotaging regional peace and stability, and who is undermining the international order.  In this, the U.S. has reneged on its promises, played with "double standards", constantly distorted,obscured and hollowed out the one-China principle, it is stepping up official interactions with Taiwan, supporting Taiwan in developing so-called "asymmetric capabilities", and spreading the idea that "the status of Taiwan is undetermined" internationally.  Such acts can only further bankrupt the national credibility of the United States, and fully reveals its real purpose of playing the "Taiwan card", using Taiwan to contain China, and restraining China's development.

There is no room for any country to compromise on issues involving sovereignty and territorial integrity.  The entire history context of the Taiwan question is clear, and the fact and current situation that both sides of the Taiwan Strait belong to one China are clear.  The position of the Chinese Government and people on the Taiwan question has been consistent.  The Taiwan question concerns China's national sovereignty and territorial integrity,to resolutely safeguard the sovereignty and territorial integrity of the country represents the unbending will of the more than 1.4 billion Chinese people.  The Chinese Government has already solemnly stated that if the United States insists on going the wrong way, it will take strong measures to thwart any attempt by external forces to interfere in, and any separatist plot of "Taiwan independence".  The Chinese people are the men of their word.  No one should misjudge the Chinese people's strong determination, firm will, and strong ability to defend national sovereignty and territorial integrity!

China and Malaysia are good neighbors, good friends, good partners and good brothers that have stood the test of history. Malaysia has a longstanding commitment to the one-China principle and does not support "Taiwan independence", which the Chinese Government highly appreciates.  It is hoped that in the future, China and Malaysia will further consolidate the political consensus on maintaining regional peace and stability, endow the China-Malaysia comprehensive strategic partnership with connotation of a new era, and work together to build a China-Malaysia community with a shared future.
