Consul General of the People's Republic of China in Kota Kinabalu

From October 16 to 22, the 20th National Congress of the Communist Party of China (CPC) was held in Beijing.  This is a meeting of great importance. It takes place at a critical time as China embarks on a new journey to build China into a modern socialist country in all respects and advance toward the Second Centenary Goal.  Xi Jinping, General Secretary of the Central Committee, delivered an important report to the Congress.  Standing at the high point of national rejuvenation and profound changes, he comprehensively summarized the work of CPC in the past five years and the great changes of China in the past ten years, scientifically planned the missions and tasks of China's development for the next five years and even a longer period of time.  He also clearly declared what banner China would hold, which path it would take, what spirit it would keep and what goals it would continue to advance in the new era, and put forward a series of new thinking, new strategies and new measures.  It is of great significance to unite and inspire people of all ethnic groups in China to build a modern socialist country in all respects and embrace the great rejuvenation of the Chinese nation on all fronts.

In recent days, many friends in Sabah have asked me about the main content and profound influence of the 20th National Congress of the CPC.  Here, I would like to brief some contents of the report of the 20th National Congress of the CPC.

1. China's great changes over the decade of new era

Since the 18th National Congress of the CPC in 2012, the CPC has united and led the people of China to move forward with vigor and perseverance, overcoming hardships and breaking barriers, achieving a series of breakthroughs and landmark achievements, experiencing three major events of great immediate importance and profound historical significance: We embraced the centenary of the Communist Party of China; we ushered in a new era of socialism with Chinese characteristics; and we eradicated absolute poverty and finished building a moderately prosperous society in all respects, thus completing the First Centenary Goal. These were historic feats—feats that will be forever recorded in the Chinese nation’s history, and feats that will profoundly influence the world.

Over the past decade, China have developed well-conceived and complete strategic plans for advancing the country, put forward and applied a new development philosophy, pursued a more proactive strategy of opening up. From 2012 to 2021, China’s GDP has grown from 54 trillion yuan to 114 trillion yuan to account for 18.5 percent of the world economy. China has remained the world’s second largest economy, and its per capita GDP has risen from 39,800 yuan to 81,000 yuan. It ranks first in the world in terms of grain output, and the manufacturing sector is the largest in the world, as are its foreign exchange reserves. China have made breakthroughs in some core technologies in key fields, including manned spaceflight, lunar and Martian exploration, deep sea and deep earth probes, supercomputers, satellite navigation, quantum information, nuclear power technology, new energy technology, airliner manufacturing, and bio-medicine, which made China joined the ranks of the world’s innovators. Practice has fully proved that the path of socialism with Chinese characteristics is the correct way that conforms to China’s reality, reflects the will of the Chinese people and adapts to the requirements of the times, it not only goes right, goes through, but also goes steady and goes well.

2. Promoting national rejuvenation through a Chinese path to modernization

Building China into a great modern socialist country in all respects and achieving the rejuvenation of the Chinese nation on all fronts are the greatest dreams of the Chinese people since modern times, and it is also the highest and fundamental interest of the Chinese nation.  General Secretary Xi Jinping pointed out in the report of the 20th National Congress, “To promote the great rejuvenation of the Chinese nation through a Chinese path to modernization.”  What is the Chinese path to modernization? Based on decades of exploration and practice since the founding of the People’s Republic of China in 1949, especially since the launch of reform and opening up in 1978, as well as the new breakthroughs made in theory and practice since the 18th National Congress, China have succeeded in advancing and expanding Chinese modernization. Chinese modernization contains elements that are common to the modernization processes of all countries, but it is more characterized by features that are unique to the Chinese context. It is the modernization of a huge population, the modernization of common prosperity for all, the modernization of material and cultural-ethical advancement, the modernization of harmony between humanity and nature, and the modernization of peaceful development. It is committed to pursuing high-quality development, developing whole-process people’s democracy, enriching the people’s cultural lives, achieving common prosperity for all, promoting harmony between humanity and nature, building a human community with a shared future, and creating a new form of human advancement.

The new path of Chinese modernization has expanded the ways of developing countries towards modernization, provided a brand-new choice for countries and nations in the world that wish to accelerate development while maintaining their independence.  It offers the Chinese solution to mankind's quest for a better social system.

3. Putting the people in the highest position

In the report, the word "people" is used throughout and carries the heaviest weight.  This country is its people; the people are the country.  Applying a people-centered development philosophy is a profound summary of China's long-term struggle and practical experience.  The CPC unites and leads the people in revolution, development and reform,  its fundamental purpose is to let the people live a good life, no matter how big the challenges and pressure, no matter how big the sacrifice and price, this is always unswerving and unwavering.  On the battlefield of poverty eradication in China, there have been 255,000 working teams stationed in villages, more than 3 million city cadres posted in villages, working together with millions of village cadres on the front line of poverty alleviation, focusing on solving the basic livelihood of the poor, and taking the satisfaction of the masses as an important criterion to measure the effectiveness of poverty eradication. More than 1,800 comrades sacrificed their lives for the cause of poverty eradication.  In responding to the sudden outbreak of Covid-19, China put the people and their lives above all else, mobilizing the best doctors, the most advanced equipment and the most urgently needed resources nationwide to devote all efforts for rescue and treatment.  From babies born just 30 hours or so to elderly people over 100 years old, every life has been fully protected, and the people's safety and health have been protected to the greatest extent possible.

In the new journey of the new era, China will continue to implement a people-centered philosophy, put the promotion of development and protection of people's livelihood in a prominent position, and continue to launch pragmatic reforms with wider coverage and stronger targeting in areas of greatest concern to the people, so as to deliver a historical answer sheet that satisfies its people.

China is embarking on a long journey, one filled with glories and dreams. The roadmap has been drawn and the bugle has been sounded. Hundreds of millions of Chinese people are forging ahead in stormy battle with courage and perseverance, making achievements in the real practice, as to build a more prosperous and powerful country and achieve the great goal of national rejuvenation.

China belongs to the world, China's development cannot be separated from the world, and the world's development also needs China.  China and Malaysia are close neighbors, sincere friends, and partners with seamless cooperation.  The 20th National Congress of the CPC has provided a broader development opportunity and cooperation potential between China and Malaysia especially Sabah State in various fields.  Let us further communication, gather wisdom, share new opportunities and meet new challenges conjointly, to make positive contributions to the building of a China-Malaysia community with a shared future, and work together to create a better future.
